Billy Frank Parnell, 70, of Duncan, passed away Friday, May 29, 2009 in his home with family at his side.
     Visitation will be Monday from 5:00 to 6:30 p.m. at Don Grantham Funeral Home in Duncan. Funeral services will be 10:00 a.m. Tuesday at First United Methodist Church of Duncan with Rob Johnson officiating. Internment will be at Resthaven Memorial Gardens.
     Billy was born April 9, 1939 to F.O. and Ruby Parnell of Colbert. He graduated from Alvarado High School in 1957 and attended Tarleton State University. He moved to Duncan in 1991 and married Suzanne Sullivan the same year. He had a fulfilling career with the National Rural Water Association, serving as manager of the The Circuit Rider program. Upon his retirement from NRWA in April 2006, he quickly hit the fishing holes with his friends and enjoyed playing golf. Bill made special memories for those of us who spent time with him on the golf course and in the hunting camps.
     The family would like to thank Dr. Matt Ivory, Dr. Richard Albertson and the caregivers of Duncan Regional Hospital for their support.
     He is survived by Suzanne; sons: Ricky Parnell and wife Kim of Alverado, Texas, Tim Parnell and wife Amy of El Paso, Texas; step daughters: Michelle White and husband Jay of Duncan, Meredith Albin and husband Jay of Duncan; grandchildren: Lacy, Cody, Shoney, Gus, Tyler, Katelyn, Bryce, Jillian, Ellis and Vivienne and 2 great-grandchildren.
