Is your project “shovel ready,” and does it matter?
The National Rural Water Association is encouraging small
and rural water systems to start working on their plans for new
construction, expansion and upgrades. Appropriations and the economic
stimulus package are providing approximately $11.8 billion for water and
utility projects. Systems with a project “shovel ready” are most likely
to receive funding, but the amount of funding available means that even
projects early in the process have a chance at funding. Rural Utilities Service will receive $3.8 billion for
construction, in addition to the $2 billion in annual appropriations.
The stimulus also includes $4 billion for the Clean Water Act Revolving
Loan Fund and $2 billion for the Safe Drinking Water Act Revolving Loan
Fund. One billion dollars comprised of $1 bills and laid out
end to end would stretch 86,805.56 miles and wrap the circumference of
the earth 3.49 times. The $11.8 billion would stretch 10,243,305.6
miles and circle the earth 41.18 times. The impact those dollars could
have on rural and small utilities is immeasurable.
NRWA is encouraging utilities
to use this opportunity to improve their systems. Projects, even those
still in the thinking stage are likely to be funded over the next one or
two years. Utilities interested in this opportunity should begin making
plans for new construction, expansion and upgrades. Systems with
previously-submitted projects should follow-up and be prepared if
funding is approved. Utilities are encouraged to contact their state
Rural Water Association for assistance in requesting funds.
