GEORGETOWN, Del. - David Baird, national director from Delaware, was afforded a rare opportunity to shake hands with Vice-President-Elect Joe Biden at the Sussex County Return Day in Georgetown, Del.
       The Return Day celebration is tradition continued from when Sussex County residents had to travel to Georgetown, the county seat, to vote. They returned two days later to hear the results and celebrate. This year Biden, a Democrat Senator from Delaware, participated in the celebration.
       Baird, a NRWA national director and city manager of Milford, Del., got to congratulate Biden at the Return Day, but the meeting was too short to discuss any rural water issues.
