Expertise Meets Needs

Since 1980, the Rural Water Circuit Rider Program has filled the role of technical assistance provider to the nation’s rural water and municipal systems.  Nationwide 94% of our nation’s community water supplies serve less than 10,000 population, 60% of those systems have less than 150 connections.  The economies of scale and the ever increasing regulatory complexity and financial burdens place hardships on these systems that have to comply with standards established for what is affordable for large metropolitan systems.

This cadre 209 full-time water and wastewater Circuit Riders provide assistance throughout the 50 states, Puerto Rico and various United States Trust Territories.  Their experience speaks for their ability with over 4,240 years experience operating or managing water and/or wastewater systems.  This experience and technical expertise ensures that the assistance provided is from a real world understanding of rural and small water/wastewater system problems and how they may be resolved.  When systems access the services provided, they access a nationwide network of knowledge that leveraged to resolve any issue or problem.  Annually this group attends an in-service program that ensures experiences, issues and solutions are shared with each other.

“Your Circuit Riders have responded professionally to our inquiries concerning compliance issues, capacity development and technical challenges with respect to the provisions of the water and wastewater utility services.” - Delaware system.

“It is nice to know that even small municipalities with very limited resources like ours can get professional assistance with just a simple e-mail or phone call. – New York system.
