(Washington Post, July 28) Commentary:
While there are still differences with the stalled Senate bill that will
need to be worked out, water utility groups were successful in getting
some key changes in the House bill that should minimize utilities having
multiple reporting obligations to EPA and DHS. There is still some
uncertainty as to how proposed requirements that an "inherently safer
alternative" be used might impact utilities' use of gas chlorine.

Disaster guide will help small water systems,
WaterTech Online - 3/24/06
WASHINGTON — A
guide to help small community water and wastewater systems respond
to emergencies has been published by the
April, 2006
-
National Rural Water Association (NRWA).
Titled
Rural Water Mutual Aid Agreement and A
State Wide Water and Wastewater Utility Emergency Support Network,
the guide shows how state rural water associations and their member
utilities can become first responders and tie into first-responder
networks in the event of a disaster. The guide is an outgrowth of
hearings conducted in recent months by the NRWA's Emergency Response
Committee in the wake of the 2005 hurricanes that devastated Florida
and the Gulf Coast. Among other recommendations, the guide
urges state rural water associations to join their respective state
emergency management agencies, become first responders, develop
emergency communications and standby power systems, and enter mutual
aid agreements.
